Watch our short video to learn about this world-leading research and outdoor demonstration.<\/span><\/p>\n<p><a href=\"https:\/\/www.ic.gc.ca\/eic\/site\/069.nsf\/eng\/00085.html\">SEE VIDEO HERE : \u00a0https:\/\/www.ic.gc.ca\/eic\/site\/069.nsf\/eng\/00085.html<\/a><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<h2><span style=\"color: #000000;\"><b>Ontario PCs Pass Budget Bill That Makes Government Immune To Most Lawsuits<\/b><\/span><\/h2>\n<p><strong>The schedule will make it virtually impossible to sue the government, lawyers say.\u00a0<\/strong><\/p>\n<ul>\n<li>\n<a href=\"https:\/\/www.huffingtonpost.ca\/author\/emma-paling\" target=\"_blank\" rel=\"noopener noreferrer\"><b>By Emma Paling\u00a0<\/b><\/a><b>\u00a0 \u00a0\u00a0<\/b>05\/30\/2019 12:18 EDT<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\">TORONTO \u2014 Ontario\u2019s Progressive Conservative government passed its budget bill Wednesday, a massive piece of legislation that one lawyer called \u201ccontrary to our democratic system.\u201d<\/span><\/p>\n<p><span style=\"color: #000000;\">The 194-page <strong>Protecting What Matters Most Act<\/strong> enforces the government\u2019s spending plan while amending 199 other laws all at once. MPPs got feedback on it for two days during hearings at the finance committee.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">The government \u201ccorrupted\u201d Ontario\u2019s legislative process by jamming so many amendments into one bill and therefore avoiding debate on specifics, Michael Bryant, executive director and general counsel at the Canadian Civil Liberties Association, told HuffPost Canada.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cMany governments and many parliaments have seen omnibus bills but this one sets a new record,\u201d said Bryant, who used to be a Liberal MPP in Ontario\u2019s legislature.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cTruly, the legislature does not know what it voted for \u2026 you couldn\u2019t possibly give it the appropriate attention.\u201d<\/span><\/p>\n<p><span style=\"color: #000000;\">One \u201cparticularly troubling\u201d schedule of the <strong>bill will make it nearly impossible to sue the Ontario government,<\/strong> Bryant said.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><b>Truly, the legislature does not know what it voted for.<\/b><\/span><\/p>\n<p><span style=\"color: #000000;\">Michael Bryant<\/span><\/p>\n<p><span style=\"color: #000000;\">Schedule 17 repeals the existing Proceedings Against the Crown Act and replaces it with a new act, the Crown Liability and Proceedings Act.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">The new act prevents lawsuits brought against the government if it is negligent or reckless in its operations, Bryant said. It could even extinguish lawsuits that are already in progress.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cThe changes are radical and deserve to be a standalone bill,\u201d Bryant said, calling the schedule \u201can arrogant abuse of power.\u201d<\/span><\/p>\n<p><span style=\"color: #000000;\">Other lawyers <a style=\"color: #000000;\" href=\"http:\/\/theconversation.com\/ontario-government-seeking-to-insulate-itself-from-lawsuits-117084\" target=\"_blank\" rel=\"noopener noreferrer\">have said the schedule<\/a> rolls back government liability 70 years.<\/span><\/p>\n<p><span style=\"color: #000000;\"><b><\/b>A spokesman for the minister of finance, who oversees the government\u2019s budget, told HuffPost that questions about this part of the bill must be answered by the Attorney General\u2019s office.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">Attorney General Caroline Mulroney\u2019s spokesman did not provide answers by deadline.<\/span><\/p>\n<p><span style=\"color: #000000;\">But the government celebrated the bill\u2019s passing with a press release.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cPassing Budget 2019 gives the government important and modern tools to restore fiscal accountability and provide relief to hard-working families and businesses,\u201d Minister of Finance Vic Fedeli said in the statement.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cThis is how the government is protecting what matters most and putting people first.\u201d<\/span><\/p>\n<p><span style=\"color: #000000;\">In Bryant\u2019s presentation to the government\u2019s finance committee, he mentioned a <a style=\"color: #000000;\" href=\"https:\/\/aptnnews.ca\/2019\/03\/12\/canada-announces-indian-day-schools-settlement\/\" target=\"_blank\" rel=\"noopener noreferrer\">landmark class action<\/a> brought against the federal government by residential school survivors.
