The circumstances that caused Mr Altenweger to<\/span><br \/>\n<span style=\"color: #000000;\"> call the Veterinarian Office has been described by Mr Altenweger as<\/span><br \/>\n<span style=\"color: #000000;\"> follows:<\/span><br \/>\n<span style=\"color: #000000;\"> Since Fall 1995 Mr Altenweger has problems with his dairy<\/span><br \/>\n<span style=\"color: #000000;\"> herd that caused him severe economic losses. Mr Altenweger also observed<\/span><br \/>\n<span style=\"color: #000000;\"> since spring 1996 behavioural changes in his animals for which he could<\/span><br \/>\n<span style=\"color: #000000;\"> find no other explanation &#8211; except a possibly harmful influence from the<\/span><br \/>\n<span style=\"color: #000000;\"> nearby transmitter station.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>1.) The following problems occured in his herd:<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; increased aborting, without a determinable cause ( 5 cases within<\/span><br \/>\n<span style=\"color: #000000;\"> 15 months)<\/span><\/p>\n<p><span style=\"color: #000000;\">-fertility problems : According to the report of the insemination<\/span><br \/>\n<span style=\"color: #000000;\"> technician it was assumed to be a cyclic problem since no changes at the<\/span><br \/>\n<span style=\"color: #000000;\"> ovaries could be detected. The operation had very good fertility results<\/span><br \/>\n<span style=\"color: #000000;\"> in the years back.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; cows became emaciated and had to be slaughtered some also put down<\/span><br \/>\n<span style=\"color: #000000;\"> for illness. This very visible weightloss happend with two cows directly<\/span><br \/>\n<span style=\"color: #000000;\"> following the calving or the abortion.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; several cows have inflammations around the eyes and are noticably<\/span><br \/>\n<span style=\"color: #000000;\"> rubbing there eyes on anything around.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>2.) The following abnormal behaviour was observed by Mr.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong> Altenweger:<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; several animals press their heads under the chest of the next<\/span><br \/>\n<span style=\"color: #000000;\"> animal while all animals maintain a uniform position with their heads<\/span><br \/>\n<span style=\"color: #000000;\"> (pointing away from the transmitter).<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; several animals lift one foot constantly as if in pain, also a<\/span><br \/>\n<span style=\"color: #000000;\"> restless shifting from one side to the other.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; the cow &#8220;Gundi&#8221; tramples nearly permanently from on side to the<\/span><br \/>\n<span style=\"color: #000000;\"> other and also swings her head all the time (weaving);<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; heifers, being pastured bei Mr.Altenweger on an ajacent lot only<\/span><br \/>\n<span style=\"color: #000000;\"> laid down behind the stonewall of the barn. All heifers had in the fall<\/span><br \/>\n<span style=\"color: #000000;\"> noticably thickened hind legs in the torsal joint area<\/span><\/p>\n<p><span style=\"color: #000000;\">Additionally Mr.Altenweger observered that of 6 swallow pairs, that<\/span><br \/>\n<span style=\"color: #000000;\"> nested in his stable, all had young which all died shotly after<\/span><br \/>\n<span style=\"color: #000000;\"> hatching. Not one of the young birds survived.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>3.) Findings by the Veterinary Department Office [Landratsamt &#8211; Abt.\u00a0<\/strong><\/span><span style=\"color: #000000;\"><strong>Veterinaerwesen]<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Mr. Altenweger informed Department 7 about these occurences by phone<\/span><br \/>\n<span style=\"color: #000000;\"> in November 1996 and requested help. The operation Altenweger was<\/span><br \/>\n<span style=\"color: #000000;\"> visited for the first time on November 29th 1996.<\/span><br \/>\n<span style=\"color: #000000;\"> The behavioural<\/span><br \/>\n<span style=\"color: #000000;\"> anomalies reported by Mr Altenweger could be verified by observation on<\/span><br \/>\n<span style=\"color: #000000;\"> location at Obernhof and have mostly been documented on video.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>4.) Conducted reserach :<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">To clarify possible causes for the established anomalies Department 7<\/span><br \/>\n<span style=\"color: #000000;\"> asked the Bovine Department of the LM-University of Munich , Prof. Dr.<\/span><br \/>\n<span style=\"color: #000000;\"> Klee, to conduct an appropriate investigation. Prof.Dr. Klee visited the<\/span><br \/>\n<span style=\"color: #000000;\"> farm operation Altenweger on January 16th 1997.<\/span><br \/>\n<span style=\"color: #000000;\"> Based on the<\/span><br \/>\n<span style=\"color: #000000;\"> anamnesis and investigation Prof.Dr.Klee concluded that it could be a<\/span><br \/>\n<span style=\"color: #000000;\"> feed and maintenance problem causing a disturbance in stomach acidity<\/span><br \/>\n<span style=\"color: #000000;\"> [rezidivierende Pausenazidose] that could have lead to hoof problems<\/span><br \/>\n<span style=\"color: #000000;\"> that could explain the abnormal trampling<\/span><\/p>\n<p><span style=\"color: #000000;\">The local veterinarians (Vet-clinic Dr. Boehn) conducted blood tests<\/span><br \/>\n<span style=\"color: #000000;\"> on several animals with the result showing a certain imbalance in<\/span><br \/>\n<span style=\"color: #000000;\"> minerals , whereby the significantly low calcium values could not be<\/span><br \/>\n<span style=\"color: #000000;\"> explained as Mr. Altenweger uses a high calcium enriched feed.<\/span><\/p>\n<p><span style=\"color: #000000;\">Beside the veterinarian investigation, Prof Dr.Kaes from the<\/span><br \/>\n<span style=\"color: #000000;\"> University of the Bundeswehr in Munich <\/span><i><span style=\"color: #000000;\">{German Military<\/span><br \/>\n<span style=\"color: #000000;\"> University}<\/span><\/i><span style=\"color: #000000;\"> was asked to conduct a measurement of the locally<\/span><br \/>\n<span style=\"color: #000000;\"> present electro-magnetic fields.<\/span><\/p>\n<p><span style=\"color: #000000;\">Additionaly the Federal Office for Telecommunications conducted a<\/span><br \/>\n<span style=\"color: #000000;\"> measurement of electro-magnetic fields. Both measurements revealed that<\/span><br \/>\n<span style=\"color: #000000;\"> measurable elecro-magnetic fields are present on the property of the<\/span><br \/>\n<span style=\"color: #000000;\"> farm operation Altenweger. The measured field strengths were below the<\/span><br \/>\n<span style=\"color: #000000;\"> set limit as given in the federal guidelines [ BImSchVO] {<\/span><i><span style=\"color: #000000;\">German<\/span><br \/>\n<span style=\"color: #000000;\"> emission safety code<\/span><\/i><span style=\"color: #000000;\">}<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>5.) Baesed on the above listed investigations the following has being<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong> implemented:<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">a) Feed content and quantity analysis to determine if a feeding<\/span><br \/>\n<span style=\"color: #000000;\"> problem is present.<\/span><br \/>\n<span style=\"color: #000000;\"> The result showed feed conent and quantity to be<\/span><br \/>\n<span style=\"color: #000000;\"> fully adequate in relation to the milk production of the animals. A<\/span><br \/>\n<span style=\"color: #000000;\"> primary cause of the problem being related to feed is herewith<\/span><br \/>\n<span style=\"color: #000000;\"> excluded.<\/span><\/p>\n<p><span style=\"color: #000000;\">b) Two afflicted animals were moved to an other farm in the hamlet of<\/span><br \/>\n<span style=\"color: #000000;\"> Trostberg 25 km away.<\/span><br \/>\n<span style=\"color: #000000;\"> The animals were observed and video taped<\/span><br \/>\n<span style=\"color: #000000;\"> several times, before the move, during their stay in the other stable,<\/span><br \/>\n<span style=\"color: #000000;\"> and after their return. The test revealed that one animal (&#8220;Gundi&#8221;) that<\/span><br \/>\n<span style=\"color: #000000;\"> suffered from noticable behavioural anomalies showed marked improvement<\/span><br \/>\n<span style=\"color: #000000;\"> in the &#8216;guest&#8217; location and symptoms disappeard totally after 5 days.<\/span><br \/>\n<span style=\"color: #000000;\"> The second animal (&#8220;Belinda&#8221;) developed shortly after the move a<\/span><br \/>\n<span style=\"color: #000000;\"> mastidis <\/span><i><span style=\"color: #000000;\">{udder infection}<\/span><\/i><span style=\"color: #000000;\"> so that the evaluation if her<\/span><br \/>\n<span style=\"color: #000000;\"> condition improved in the &#8216;guest&#8217; stable can not be assessed properly.<\/span><br \/>\n<span style=\"color: #000000;\"> However it was observerd that the abnormal feeding behaviour and very<\/span><br \/>\n<span style=\"color: #000000;\"> sluggish movement standing up present at the Altenweger property<\/span><br \/>\n<span style=\"color: #000000;\"> improved noticably in the guest location.<\/span><\/p>\n<p><span style=\"color: #000000;\">After the return to the farm operation Altenweger both animals showed<\/span><br \/>\n<span style=\"color: #000000;\"> a deterioration and return of symptoms of abnormal behaviour as<\/span><br \/>\n<span style=\"color: #000000;\"> previously observed.The second animal (&#8220;Belinda&#8221;) was moved back to the<\/span><br \/>\n<span style=\"color: #000000;\"> guest location by Mr. Altenweger after about 2 weeks because her<\/span><br \/>\n<span style=\"color: #000000;\"> condition deteriorated rapidly.<\/span><\/p>\n<p><span style=\"color: #000000;\">c) After a 4 year old cow suddely deceased at the begining of March<\/span><br \/>\n<span style=\"color: #000000;\"> 1997 a post-mortem was conducted at the Institute for Animal Pathology<\/span><br \/>\n<span style=\"color: #000000;\"> at the University of Munich with the following result: Cause of death &#8211;<\/span><br \/>\n<span style=\"color: #000000;\"> acute coronary and circulatory failure &#8211; no underlaying cause was found.<\/span><br \/>\n<span style=\"color: #000000;\"> Noticable was the dry and unsufficiently chewed content of the<\/span><br \/>\n<span style=\"color: #000000;\"> stomachs.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>6. Conclusion;<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">a) The presence of electro-magnetic fields at the property Altenweger<\/span><br \/>\n<span style=\"color: #000000;\"> , Obernhof<\/span><br \/>\n<span style=\"color: #000000;\"> has been establish by measurements<\/span><\/p>\n<p><span style=\"color: #000000;\">b) Since the end of the year 1995 massed occurences of loss and<\/span><br \/>\n<span style=\"color: #000000;\"> behavioural anomalies afflicted the dairy herd Altenweger that are<\/span><br \/>\n<span style=\"color: #000000;\"> significant and also relevant under the Animal Protection Act.<\/span><\/p>\n<p><span style=\"color: #000000;\">c) A definitve cause for these occurences at the farm opertation<\/span><br \/>\n<span style=\"color: #000000;\"> Altenweger could not be established despite the conducted research.<\/span><\/p>\n<p><span style=\"color: #000000;\">The diagnosis by Prof.Dr.Klee of a stomach problem [rezidivierende<\/span><br \/>\n<span style=\"color: #000000;\"> Pausenazidose] is to be seen as a continuous problem. This is ,however,<\/span><br \/>\n<span style=\"color: #000000;\"> not caused by a feeding or maintanance problem as our investigation and<\/span><br \/>\n<span style=\"color: #000000;\"> calculations showed.
