The Radio-Off meter appeared to be safe, with no wireless, completely off. For anyone that is being contacted and pressured into giving up their Analog, it appears to be 100% safe &#8211; as long as it remains Radio-Off.<\/p>\n<p>BC Hydro agreed in the Clean Energy Act, by 2020 BC would have 100% smart met<span class=\"text_exposed_show\">ers, but they didnt expect so many to hold on to their Analog meters. Radio-Off was their solution stated in the &#8220;Electric Tarriff&#8221; (2008 &amp; 2013)\u00a0<\/span><\/p>\n<div class=\"text_exposed_show\">\n<p>These Meters will still require the same Meter Readers who were reading your Analog manually.<\/p>\n<p>The question about Dirty Electricity : This home did have some high Dirty Electricity readings. A Customer who elects to have a Smart Meter or a Radio-off Meter installed at the Customer s Premises cannot later change back to a Legacy Meter at the applicable Premises<\/strong><\/em><\/p>\n<\/div>\n<p><a href=\"https:\/\/emrabc.ca\/?page_id=3514\">Note : EMRABC is not dismissing the fact that Smart Meters are a risk of Fire\u00a0<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h2>&#8220;As Long as Stocks Last&#8221;<\/h2>\n<p>Back in 2013, BC Hydro knew about the deadline for all of BC to be using Smart Meters by 2020,<\/p>\n<p>and carefully worded their &#8220;Meter Choices&#8221; so that all they had to do is say they could no longer find Analogs, and had to use RadioOff Meters instead.<\/p>\n<div class=\"publishDate parbase\" style=\"padding-left: 90px;\"><\/div>\n<div class=\"headline parbase\" style=\"padding-left: 60px;\">\n<h2 class=\"article-title\" style=\"padding-left: 60px;\"><span style=\"color: #000000;\">BC Hydro submits smart meter options enrollment numbers to BCUC<\/span><\/h2>\n<\/div>\n<div class=\"leftPar parsys\" style=\"padding-left: 30px;\">\n<div class=\"text parbase section\" style=\"padding-left: 30px;\">\n<section class=\"rte\" style=\"padding-left: 30px;\">\n<div class=\"\" style=\"padding-left: 30px;\">\n<p><span style=\"color: #000000;\"><time datetime=\"2013-12-16\">Dec 16, 2013<\/time><\/span><\/p>\n<p><span style=\"color: #000000;\">BC Hydro submitted to the BC Utilities Commission today the enrollment figures for the <strong>Meter Choices Program<\/strong>.<\/span><\/p>\n<p><span style=\"color: #000000;\">The Commission is in the process of independently reviewing fees for the choices to ensure <span class=\"nobreakspace\">BC Hydro<\/span> is only recovering the additional cost of providing and servicing the radio-off and analog options.<\/span><\/p>\n<p><span style=\"color: #000000;\">The Meter Choices fees were approved on an interim basis by the Commission in October. If the final fees differ from the interim rate, BC Hydro will adjust customers&#8217; bills accordingly.<\/span><\/p>\n<p><span style=\"color: #000000;\">About <span style=\"text-decoration: underline;\"><strong><span style=\"background-color: #ffff00;\">68,000 customers<\/span><\/strong><\/span>\u00a0 had the option of making a choice as part of the Meter Choices Program. Of these customers:<\/span><\/p>\n<p><span style=\"color: #000000;\">48,240 customers elected to take a smart meter;<\/span><\/p>\n<p><span style=\"color: #000000;\">6,270 customers elected to retain the <strong>old legacy meter<\/strong>; and<\/span><\/p>\n<p><span style=\"color: #000000;\">450 customers elected to take a <strong>radio-off meter<\/strong>.<\/span><\/p>\n<p><span style=\"color: #000000;\">The remaining <strong>13,110 customers did not contact BC Hydro<\/strong> and will retain the <strong>old legacy meter by default.<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">In total, about <span style=\"text-decoration: underline;\"><strong><span style=\"background-color: #ffff00;\">19,380 customers<\/span><\/strong><\/span>\u00a0will now have a monthly legacy meter fee \u2013 this represents <strong>one per cent<\/strong> of the total number of BC Hydro customers. Those fees were effective <strong>Dec. 2, 2013<\/strong>. Customers who requested a radio-off meter will see the fees applied April 1, 2014.<\/span><\/p>\n<p><span style=\"color: #000000;\">BC Hydro expects the enrollment numbers to evolve over the coming months as the utility continues to confirm customers&#8217; choices.<\/span><\/p>\n<p><span style=\"color: #000000;\">Adding another 48,240 smart meters to the system will bring the number of BC Hydro customers benefitting from the modernized grid to 99 per cent.<\/span><\/p>\n<p><span style=\"color: #000000;\">Modernizing the electricity grid plays a crucial role in BC Hydro\u2019s plan to provide a secure and reliable power system for customers all over the province. Once complete, a modernized grid will help <span class=\"nobreakspace\">BC Hydro<\/span> improve its management of the electricity system, lower costs, reduce theft, encourage conservation and automatically detect outages.<\/span><\/p>\n<p><span style=\"color: #000000;\">Examples of benefits already being provided by the modernized grid include:<\/span><\/p>\n<p><span style=\"color: #000000;\">95 per cent of customers with smart meters have been transitioned to automated billing.<\/span><\/p>\n<p><span style=\"color: #000000;\">90 per cent of customers with smart meters can view their detailed energy use through their secure online MyHydro account \u2013 helping them to save energy and money.<\/span><\/p>\n<p><span style=\"color: #000000;\">2,100 pre-existing unsafe meter socket conditions on customers\u2019 homes were repaired by a certified electrician at no cost to the homeowner.<\/span><\/p>\n<p><span style=\"color: #000000;\">Last summer, the Province of B.C. announced three choices for residential customers who still did not have a smart meter installed:<\/span><\/p>\n<p><span style=\"color: #000000;\">a standard smart meter at no cost;<\/span><\/p>\n<p><span style=\"color: #000000;\">a radio-off meter for a $100 set-up fee and $20 monthly fee; and<\/span><\/p>\n<p><span style=\"color: #000000;\">keeping an old meter for a $35 monthly fee <span style=\"text-decoration: underline;\"><strong><span style=\"background-color: #ffff00;\">as long as stocks last.<\/span><\/strong><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\">The fees to retain an old meter or choose a radio-off meter ensure the vast majority of customers who have accepted a smart meter are not subsidizing the choices of a very small number of customers.<\/span><\/p>\n<p><a href=\"https:\/\/www.bchydro.com\/news\/press_centre\/news_releases\/2013\/bc-hydro-submits-smart-meter-enrollment-numbers-bcuc.html\">https:\/\/www.bchydro.com\/news\/press_centre\/news_releases\/2013\/bc-hydro-submits-smart-meter-enrollment-numbers-bcuc.html<\/a><\/p>\n<\/div>\n<p><a href=\"https:\/\/emrabc.ca\/wp-content\/uploads\/2018\/11\/choices.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-14565\" src=\"https:\/\/emrabc.ca\/wp-content\/uploads\/2018\/11\/choices-1024x815.jpg\" alt=\"\" width=\"582\" height=\"463\" srcset=\"https:\/\/emrabc.ca\/wp-content\/uploads\/2018\/11\/choices-1024x815.jpg 1024w, https:\/\/emrabc.ca\/wp-content\/uploads\/2018\/11\/choices-300x239.jpg 300w, https:\/\/emrabc.ca\/wp-content\/uploads\/2018\/11\/choices-768x611.jpg 768w, https:\/\/emrabc.ca\/wp-content\/uploads\/2018\/11\/choices.jpg 1117w\" sizes=\"auto, (max-width: 582px) 100vw, 582px\" \/><\/a><\/p>\n<p>BC HYDRO (2015) \u00a0:\u00a0<strong>&#8220;We can\u2019t transfer legacy meters between properties,<\/strong><\/p>\n<p><strong>so you\u2019ll choose between a <span style=\"text-decoration: underline;\">radio &#8211; off meter<\/span> or a smart meter for your new property.&#8221;<\/strong><\/p>\n<p><a href=\"https:\/\/www.bchydro.com\/content\/dam\/BCHydro\/customer-portal\/documents\/accounts-billing\/customer-care\/smart-metering\/electricity-meter-types.pdf\">https:\/\/www.bchydro.com\/content\/dam\/BCHydro\/customer-portal\/documents\/accounts-billing\/customer-care\/smart-metering\/electricity-meter-types.pdf<\/a><\/p>\n<\/section>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<h2><a href=\"http:\/\/www.bclaws.ca\/civix\/document\/id\/lc\/statreg\/203_2013\"><strong>http:\/\/www.bclaws.ca\/civix\/document\/id\/lc\/statreg\/203_2013<\/strong><\/a><\/h2>\n<p><b>This consolidation is current to November 27, 2018.<\/b><\/p>\n<p><b>Utilities Commission Act<\/b><\/p>\n<p><b>DIRECTION NO. 4 TO THE BRITISH COLUMBIA UTILITIES COMMISSION<\/b><\/p>\n<p>B.C. Reg. 203\/2013<br \/>\nO.C. 391\/2013<\/p>\n<p>Deposited September 25, 2013<\/p>\n<p>&nbsp;<\/p>\n<p><b>Rates<\/b><\/p>\n<p><b>3\u00a0<\/b>\u00a0(1) In setting rates under the Act for the authority, the commission must ensure that the rates allow the authority to collect sufficient revenue in each fiscal year to enable it to recover the following costs from the following customers:<\/p>\n<p>(a)program costs, investigation costs and infrastructure costs from<\/p>\n<p>(i)\u00c2 applicable customers at applicable premises where a legacy meter or radio-off meter is installed, to the extent that the authority requests recovery of any of those costs from these customers, and<\/p>\n<p>(ii) all customers, to the extent that any of those costs are not recovered under subparagraph (i);<\/p>\n<p>(b) from all customers, costs incurred with respect to the installation and operation of, and services related to, smart meters;<\/p>\n<p>(c) failed installation costs from customers at a premises where a failed installation occurred.<\/p>\n<p>(2) The commission must allow the authority to establish a regulatory account for the recovery of costs referred to in subsection (1) (a) (ii) and (1) (b) for the period from January 1, 2013, to March 31, 2014.<\/p>\n<p>(3) Within 30 days of the date this direction comes into force, the commission must issue an order so that the Electric Tariff of the authority is amended by adding the provisions set out in the Appendix to this direction.<\/p>\n<p>(4)\u00c2 The commission must not do anything to amend the provisions added to the Electric Tariff under subsection (3), except on application by the authority.<\/p>\n<p><b>Commission&#8217;s powers<\/b><\/p>\n<p><b>4\u00a0<\/b>(1) The commission must not exercise a power under the Act in a way that would directly or indirectly prevent the authority from installing, operating or providing services in respect of legacy meters, smart meters and radio-off meters.<\/p>\n<p>(2) \u00a0The commission must not require the authority to install a legacy meter or radio-off meter for<\/p>\n<p>(a)a non-residential customer, or<\/p>\n<p>(b) an applicable customer, if a smart meter is installed at the applicable premises of the applicable customer on or after the date this direction comes into force.<\/p>\n<p>(3) Without limiting subsection (1) of this section, the commission must refrain from exercising its power under section 45 (5) of the Act to the extent to which the section is applicable with respect to the installation and operation of legacy meters, smart meters and radio-off meters.<\/p>\n<p>Appendix<i>(section 3 (3)<\/i><i>)<\/i><\/p>\n<p><b>Interpretation<\/b>The definitions in Direction No. 4 to the British Columbia Utilities Commission apply to sections 4.2.1 to 4.2.4 of this tariff.<\/p>\n<p><b>4.2.1. Meter Types<\/b><\/p>\n<p>BC Hydro&#8217;s standard meter for measuring Electricity consumption and (if applicable) demand at a Customer&#8217;s Premises is the Smart Meter. Except as set out in section 4.2.2, in all cases BC Hydro will install a Smart Meter at a Customer&#8217;s Premises.Notwithstanding the preceding paragraph, but subject to the conditions specified in section 4.2.2 being satisfied in each case, BC Hydro will permit to remain in operation, install, replace, maintain and service Legacy Meters and Radio-off Meters at a Residential Service Customer&#8217;s Premises for the periods specified in sections 4.2.3 and 4.2.4.<\/p>\n<p><b>4.2.2. Conditions for Retention or Installation of Legacy Meters and Radio-off Meters\u00a0<\/b><\/p>\n<p>The conditions that must be satisfied in order for BC Hydro to permit to remain in operation, install, replace, maintain and service Legacy Meters or Radio-off Meters at a Residential Service Customer&#8217;s Premises are:(a) the Customer is, as of the date of the Customer&#8217;s election in accordance with clause (c) or deemed election in accordance with clause (d), taking Residential Service at the Customer&#8217;s Premises;(b) BC Hydro had not, before the date of the Customer&#8217;s election in accordance with clause (c) or deemed election in accordance with clause (d), installed a Smart Meter at the Customer&#8217;s Premises, but rather a Legacy Meter remained in place at those Premises as of the date of the Customer&#8217;s election or deemed election; and(c) the Customer, during the period beginning September 1, 2013 and ending December 1, 2013, by notice to BC Hydro, elects to retain the Legacy Meter then in place at the Customer&#8217;s Premises, or to have a Radio-off Meter installed in place of the Legacy Meter; or(d) the Customer, despite satisfactionof the conditions set out in clauses (a) and (b) has failed to provide notice of election to BC Hydro in accordance with clause (c), in which case the Customer shall be deemed to have electedeffective December 1, 2013, to retain the existing Legacy Meter at the Customer&#8217;s Premises and the Customer shall thereafter pay the charges for having a Legacy Meter installed at the Customer&#8217;s Premises as set out in the Schedule of Standard Charges.<\/p>\n<p><b>4.2.3. Periods during which Legacy Meters May Remain in Place<\/b><\/p>\n<p>If the conditions set out in section 4.2.2 have been satisfied, Residential Service Customers who have satisfied the conditions in section 4.2.3 and who have elected, or are deemed to have elected, to retain a Legacy Meter at the Customer&#8217;s Premises may continue to have their Electricity consumption measured by the Legacy Meter for the periods, and<strong> subject to the conditions, specified below:<\/strong><\/p>\n<p>(a) A Customer who has elected, or is deemed to have elected, to retain a <strong>Legacy Meter can continue to retain the Legacy Meter <span style=\"color: #000000;\"><span style=\"text-decoration: underline;\"><span style=\"background-color: #ffff00;\">until the SEAL OF THE METER EXPIRES<\/span><\/span><\/span><\/strong>, or the meter ceases to function properly, whichever comes first.<\/p>\n<p>(b) If the seal of a Legacy Meter expires, or the meter ceases to function properly before the seal expiry date, BC Hydro will, so long as it has a <strong>suitable Legacy Meter in its meter inventory available for installation, install a replacement Legacy Meter<\/strong> at the Customer&#8217;s Premises. A Customer for whom a replacement Legacy Meter has been installed in accordance with the preceding sentence <strong>can continue to retain the replacement Legacy Meter for the period specified in clause <\/strong><\/p>\n<p><strong>(a), and any replacement Legacy Meter so installed shall be subject to replacement in accordance with this clause<\/strong><\/p>\n<p>(b) as the occasion arises. For purposes of this section, BC Hydro will only be deemed to have suitable replacement Legacy Meters in its meter inventory if it has <strong><span style=\"color: #000000;\"><span style=\"text-decoration: underline;\"><span style=\"background-color: #ffff00;\">existing verified and sealed Legacy Meters in its meter inventory as of the date that a Legacy Meter in place at a Customer&#8217;s Premises requires replacement<\/span><\/span><\/span><\/strong>, and BC Hydro is under no obligation to repair, rebuild or modify,\u00a0<strong>\u00a0or re-verify and re-seal, any Legacy Meters that have been removed from service for any reason, nor to purchase or otherwise acquire from any source any Legacy Meters in replenishment of its Legacy Meter inventory.<\/strong><\/p>\n<p>(c) In any case where the seal of a Legacy Meter expires, or the meter ceases to function properly, and BC Hydro does not have a suitable Legacy Meter in its meter inventory available for installation, BC Hydro will install either a Smart Meter or a Radio-off Meter at the Customer&#8217;s Premises, at the Customer&#8217;s election. A Customer with a Legacy Meter installed at the Customer&#8217;s Premises can also elect to have a Smart Meter or a Radio-off Meter installed in place of the Legacy Meter at any time. A Customer who elects to have a Smart Meter or a Radio-off Meter installed at the Customer&#8217;s Premises cannot later change back to a Legacy Meter at the applicable Premises.<\/p>\n<p>(d) A Customer with a Legacy Meter in place at the Customer&#8217;s Premises who moves to another Premises for which the Customer is eligible to take Residential Service, can elect to have a Smart Meter or Radio-off Meter installed at the new Premises, but cannot retain or have installed a Legacy Meter at the new Premises. Except where a Customer who is eligible to elect to have either a Smart Meter or a Radio-off Meter installed in a new Premises moves into the vacated premises and elects to have a Radio-off Meter installed, the vacated Premises will in all cases have a Smart Meter installed.<\/p>\n<p>(e) A Customer with a Legacy Meter in place whose service is terminated for any reason whatsoever ceases to be eligible to retain a Legacy Meter, and if that Customer again takes Residential Service at the same or another Premises the Customer can elect to have either a Smart Meter or a Radio-off Meter installed upon resumption of service.<\/p>\n<p>(f) In any case where a Customer ceases to be eligible to have a Legacy Meter installed at the Customer&#8217;s Premises, or BC Hydro no longer has suitable Legacy Meters available for installation at the Customer&#8217;s Premises, and the Customer is required to elect to have either a Radio-off Meter or a Smart Meter installed instead, but the Customer refuses or fails to make an election within 10 days after BC Hydro has delivered written notice to the Customer&#8217;s Premises notifying the Customer that he or she must elect either a Radio-off Meter or a Smart Meter, the Customer will be deemed to have elected to have a Radio-off Meter installed and the Customer shall pay the charges for having a Radio-off Meter installed at the Customer&#8217;s Premises as set out in the Schedule of Standard Charges from the date of BC Hydro&#8217;s installation of the replacement Radio-off Meter.<\/p>\n<p><b>4.2.4. Periods during which Radio-off Meters May Remain in Place<\/b><\/p>\n<p>If the conditions set out in section 4.2.2 have been satisfied, Residential Service Customers who have satisfied the conditions in section 4.2.2 and who have elected, or is deemed to have elected, to have a Radio-off Meter installed may continue to have their Electricity consumption measured by the Radio-off Meter for the periods, and subject to the conditions, specified below:(a) A Customer who has elected,or is deemed to have elected, to have a Radio-off Meter installed can continue to retain the Radio-off Meter, and have a replacement Radio-off Meter installed from time to time as necessary, for so long as the Customer continues to take Residential Service at the Customer&#8217;s Premises.(b) A Customer with a Radio-off Meter in place at the Customer&#8217;s Premises who moves to another Premises for which the Customer is eligible to take Residential Service, may elect to have a Smart Meter or a Radio-off Meter installed at the new Premises.
