A full outline plus the application is included in this link. <\/em><\/h3>\n<h3><em>Point 10 of the application requires $5 million insurance coverage. Nothing specific to EMR but such a broad provision would, I suspect, indemnify the city for that amount, per incident. \u00a050% of Safety Code 6\u2019s allowable level is very high!! And these are about 15 feet from bedrooms.<\/em><\/h3>\n<p>&nbsp;<\/p>\n<h2><strong>4G+ \/ 5G Small Cell Pilot Project <\/strong><\/h2>\n<p><strong><em>The purpose of this report is to seek Council approval to grant Rogers Communications Canada Inc the non-exclusive ability to install 4G+ and 5G small cell telecommunications devices on municipal infrastructure (31 light posts and traffic signals) over a two (2) year pilot term. 4G+ \/ 5G Small Cell infrastructure will lay the foundation for the next generation of connected technologies (e.g. autonomous vehicles, internet of things (IOT), virtual and augmented reality)&#8230;.<\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong><em>The future generation of telecommunications infrastructure will consist of a larger concentration of these small cells, due to the increased bandwidth and therefore decreased effective range of the device. Thus, in response to the increase in small cell installations, these networks require an investigation into how City operational practices can most effectively support telecommunications providers in deploying these networks&#8230;.<\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong><em>Rogers \u201cconfirms that small cell antennas installed on a pole with a minimum height of 4.8m above the ground level and 5m away from any residential building is in compliance with Health Canada\u2019s Safety Code 6. What about the people living 24\/7 within feet of strong and multiple transmitters?<\/p>\n<p>I encourage you to consider getting involved with your Mayors and Councils now because Telus is doing the many issues before Council.<\/p>\n<p>I\u2019m writing to you\u00a0<span id=\"OBJ_PREFIX_DWT1881_com_zimbra_date\" class=\"Object\" role=\"link\">today<\/span>\u00a0to\u00a0raise concerns regarding your Agenda Item #8.1.8 \u2013 (2.6) 4+ \/ 5G Small Cell Pilot Project (relates to Bill No. 235) having been presented from the Report of the Corporate Services Committee.<\/p>\n<p>Here is their report \u2013 see bottom page 3:<strong>\u00a0<\/strong><strong><span id=\"OBJ_PREFIX_DWT1882_com_zimbra_url\" class=\"Object\" role=\"link\"><a href=\"https:\/\/pub-london.escribemeetings.com\/filestream.ashx?DocumentId=65392\" target=\"_blank\" rel=\"noopener\">https:\/\/pub-london.escribemeetings.com\/filestream.ashx?DocumentId=65392<\/a><\/span><\/strong>.\u00a0The report that came from City Staff to the Corporate Services Committee (<strong><span id=\"OBJ_PREFIX_DWT1883_com_zimbra_url\" class=\"Object\" role=\"link\"><a href=\"https:\/\/pub-london.escribemeetings.com\/filestream.ashx?DocumentId=64821\" target=\"_blank\" rel=\"noopener\">https:\/\/pub-london.escribemeetings.com\/filestream.ashx?DocumentId=64821<\/a><\/span><\/strong><strong>\u00a0<\/strong>reflects input from Rogers Telecommunications and it does not appear that the CSC conducted any additional research into the impact that small cell antennae would have in London.<\/p>\n<p>The Ministry of Science, Technology &amp; Innovation (formerly Industry Canada) has published the Spectrum Management Guide to Assist Land-use Authorities in Developing Antenna System Siting (<strong><span id=\"OBJ_PREFIX_DWT1884_com_zimbra_url\" class=\"Object\" role=\"link\"><a href=\"https:\/\/www.ic.gc.ca\/eic\/site\/smt-gst.nsf\/eng\/sf10860.html\" target=\"_blank\" rel=\"noopener\">https:\/\/www.ic.gc.ca\/eic\/site\/smt-gst.nsf\/eng\/sf10860.html<\/a><\/span><\/strong>). This document was intended to assist Municipal Planners and Councils in establishing a Protocol (if they did already have one) and allow an opportunity for Municipalities to contribute to the consultation process for siting of antennae.<\/p>\n<p>I object to the installation of small cell antennae for several reasons.<\/p>\n<p>1)\u00a0Public Input has not been sought by Council.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Report of the City Staff did not include a recommendation that Public Input be sought, either from the communities recommended for the pilot project, not from the general populace. It would behoove the members of London Council to seek input from respected citizens before implementing the recommended pilot project.<\/p>\n<p>2)\u00a0Environmental Concerns:<br \/>\nThousands of peer-reviewed environmental impact studies support that flora and fauna are affected at the cellular level and leaves are subject to burning, leading to the death of the plant\/tree. Small Insects are negatively affected in many ways, including distorting of the natural eco-locational systems and dehydration leading to death.<\/p>\n<p>3) Health\u00a0&amp; Safety\u00a0Impacts:<br \/>\nThe National Toxicology Protocol Research on Cell Phone Radio-Frequency Radiation found<\/p>\n<ul>\n<li><strong>Clear evidence of tumors in the hearts of male rats.\u00a0<\/strong>The tumors were malignant schwannomas.<\/li>\n<li><strong>Some evidence of tumors in the brains of male rats.\u00a0<\/strong>The tumors were malignant gliomas.<\/li>\n<li><strong>Some evidence of tumors in the adrenal glands of male rats.\u00a0<\/strong>The tumors were benign, malignant, or complex combined pheochromocytoma.<\/li>\n<\/ul>\n<p>Here is a link to the complete study:\u00a0<strong><span id=\"OBJ_PREFIX_DWT1885_com_zimbra_url\" class=\"Object\" role=\"link\"><a href=\"https:\/\/ntp.niehs.nih.gov\/results\/areas\/cellphones\/index.html\" target=\"_blank\" rel=\"noopener\">https:\/\/ntp.niehs.nih.gov\/results\/areas\/cellphones\/index.html<\/a><\/span><\/strong><\/p>\n<p>On\u00a0<span id=\"OBJ_PREFIX_DWT1886_com_zimbra_date\" class=\"Object\" role=\"link\">Friday June 8<\/span>, 2019, a Press Conference was held in Toronto, hosted by the Women\u2019s College Hospital Environmental Clinic and led by Mr. Frank Clegg, former Microsoft Canada CEO. The conference featured a panel of presenters including Dr. Riina Bray (MD, FCFP, BASc, MSc, MHSc, Director at Women\u2019s College Hospital), Dr. Magda Havas (Ph.D, B.Sc, Professor Emeritus, Trent University), Dr. Anthony Miller (MD, FRCP, FRCP (C), FFPH, FACE, Professor Emeritus, Dalla Lana School of Public Health) and Dr. Margaret (Meg) Sears (M.Eng., Ph.D., Sr. Clinical Research Associate at the Ottawa Hospital Research Institute, working on the Canadian Environmental Health Information Infrastructure project).<\/p>\n<p>The panel discussion can be heard here:<\/p>\n<p><strong><span id=\"OBJ_PREFIX_DWT1887_com_zimbra_url\" class=\"Object\" role=\"link\"><a href=\"https:\/\/www.youtube.com\/watch?v=pxXgGauTdy0&amp;feature=share\" target=\"_blank\" rel=\"noopener\">https:\/\/www.youtube.com\/watch?v=pxXgGauTdy0&amp;feature=share<\/a><\/span><\/strong><strong>\u00a0<\/strong><\/p>\n<p><span class=\"embed-youtube\"><iframe loading=\"lazy\" class=\"youtube-player\" src=\"http:\/\/www.youtube.com\/embed\/pxXgGauTdy0?version=3&amp;rel=1&amp;fs=1&amp;autohide=2&amp;showsearch=0&amp;showinfo=1&amp;iv_load_policy=1&amp;wmode=transparent\" width=\"474\" height=\"297\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/span><\/p>\n<p>A workshop was held at the Women\u2019s College Hospital, the day following the press conference, for physicians and health care facilitators to learn how to diagnose and support patients with Electro-hypersensitivities (EHS) and other environmental disorders &amp; diseases. It was attended by more than 115 people in the medical field. Melissa Chalmers,\u00a0a former London\u00a0resident\u00a0and commercial pilot, was one of the presenters at the workshop.\u00a0Ms. Chalmers became ill after three telecommunications towers were erected around her Westmount area home several years ago.\u00a0(I, myself, was diagnosed with Electro-hypersensitivity in 2013, after the installation of a smart hydro meter and a cellular tele-communications tower installed two blocks from my home.)<\/p>\n<p>The International Agency for Research on Cancer (IARC) has requested that the World Health Organization re-classify radio-frequency radiation as a Class 2A Probable Carcinogen, upgrading it from a Class 2B Possible Carcinogen. It is expected to be reclassified in the very near future.<\/p>\n<p>The harm caused by radio-frequency electro-magnetic radiation is REAL! It is not some figment of vivid imaginations. It is documented by scientists and supported with irrefutable scientific evidence.<\/p>\n<p>What is NOT documented, is proof positive that small cell antennae do not cause biological effects on plants, animals or humans.<\/p>\n<p>A number of countries and US States have delayed or ban the 5G small cell installation, including (but not limited to): Brussels, Belgium; Switzerland; New Hampshire; Mill Valley, California.\u00a0It should be noted that the use of radio-frequency technology has been used by the military as a weapon of defense since WWII.\u00a0The Environmental Health Trust has a great deal of information curated for members of the Medical Field and the public.
