And then\u00a0SPREAD the word far and wide so our\u00a0representatives in DC get sick and tired of hearing from us.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<h2><strong><a href=\"https:\/\/www.americansforresponsibletech.org\/stop3557\">www.americansforresponsibletech.org\/stop3557<\/a>\u00a0<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\"><span class=\"color_29 wixui-rich-text__text\">HR 3557 SUMMARY<\/span><\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">This bill represents an unprecedented and dangerous infringement of local governments\u2019 authority to manage public rights-of-way and land use; it strips local governments of property rights and monetary compensation in favor of cable, wireless and telecommunications providers. The bill also waives historic preservation (NHPA) and environmental (NEPA) rules. Yet in return for these gifts, the bill imposes no obligations on these companies to provide broadband to \u201cunserved\u201d and \u201cunderserved\u201d Americans. \u00a0<\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\"><span class=\"wixGuard wixui-rich-text__text\">\u200b<\/span><\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"color_29 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">WIRELESS INFRASTRUCTURE IS A LOCAL ISSUE<\/span><\/span><br class=\"wixui-rich-text__text\" \/><span class=\"wixui-rich-text__text\">In the 1996 Telecommunications Act, Congress wisely granted local authorities control over how wireless technology is deployed in their communities. HR 3557 takes that control away and gives it to the federal government instead. This is an unprecedented federal takeover of local control.<\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">\u00a0<\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\"><span class=\"color_29 wixui-rich-text__text\">HR 3557 IS UNNECESSARY<\/span><\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">Wireless companies and site developers don&#8217;t like local zoning laws. They claim local authorities are getting in the way of progress. But In most communities, antenna applications are being routinely approved and antennas are being installed. Local authorities are only trying to prevent the reckless and uncontrolled deployment of wireless antennas in their communities.<\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\"><span class=\"color_29 wixui-rich-text__text\">HR 3557 FORCES QUICK DECISIONS<\/span><\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">Antenna applications are complex documents, filled with propagation maps, engineering drawings, electrical diagrams, equipment descriptions, simulation photos, traffic flow plans, insurance certificates and other items required by local codes.<\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">Each application and antenna location is unique, and proper analysis requires time and expertise.<\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\"><span class=\"wixGuard wixui-rich-text__text\">\u200b<\/span><\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">HR 3557 forces local communities to quickly approve antenna applications; if time runs out, pending applications will be &#8220;deemed approved&#8221; and can be built, even without a permit.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\"><span class=\"color_29 wixui-rich-text__text\">HR 3557 WILL NOT\u00a0HELP CLOSE THE DIGITAL DIVIDE<\/span><\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">Let&#8217;s be very clear about this: transmitting data wirelessly is an inferior technology not capable of providing the speed, security, low-cost and reliability required for full participation in the digital economy.\u00a0 Wireless is no substitute for high-quality fiber-optic, wired broadband connections.\u00a0<\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">Fast-tracking wireless connections will not necessarily deliver services to underserved and unserved communities and will not close the digital divide. In fact, it will only perpetuate it. We don&#8217;t need a second digital divide between those with access to high-speed internet and those stuck with wireless.\u00a0<\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"color_29 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">HR 3557 GUTS ENVIRONMENTAL LAWS<\/span><\/span><br class=\"wixui-rich-text__text\" \/><span class=\"wixui-rich-text__text\">Critical environmental and historic protections currently in place to protect our natural environment and historic areas from reckless and unwarranted placement of antennas will be eliminated.\u00a0<\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\"><span class=\"color_29 wixui-rich-text__text\">STOP THE BIG-GOVERNMENT TAKEOVER<\/span><\/span><\/p>\n<p class=\"font_8 wixui-rich-text__text\"><span class=\"wixui-rich-text__text\">HR 3557 is the worst kind of federal legislation &#8211; a giant giveaway to the rich and powerful wireless industry with no benefit to taxpayers. also induces incomplete applications via unrealistic deadlines\u00a0for citing facilities including, but not limited to the following -\u2013 when, in fact, timely consideration regarding\u00a0applications for\u00a0<b>federal<\/b>\u00a0easements, rights-of way, and leases for a communications facility installation is\u00a0<a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/1455\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">270 days<\/a>:<\/span>\n<ul>\n<li><span style=\"font-size: medium;\">60 days if the request is for authorization to place, construct, or modify a\u00a0<b>small personal wireless service facility<\/b>\u00a0-\u2013 with 10 days to act regarding an\u00a0<b>initial<\/b>\u00a0incomplete\u00a0<b>and<\/b>\u00a0also a\u00a0<b>supplemental incomplete request<\/b><\/span><\/li>\n<li><span style=\"font-size: medium;\">30 days if the request is for authorization to place, construct, or modify a personal wireless service facility that is\u00a0<b>not<\/b>\u00a0<b>a small personal wireless service facility<\/b>\u00a0\u2013\u2013 with 30 days to act regarding an\u00a0<b>initial incomplete request<\/b><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-size: medium;\">essentially eliminates\u00a0<a href=\"https:\/\/www.epa.gov\/nepa\/what-national-environmental-policy-act\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">NEPA<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.nps.gov\/subjects\/archeology\/national-historic-preservation-act.htm\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">NHPA<\/a>\u00a0reviews<\/span><\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-size: medium;\">bans moratoria on timeframes to place, construct, or modify a telecommunications service facility or equipment \u2013\u2013 or consider franchise requests<\/span><\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-size: medium;\">virtually makes any local government decision not to allow the installation of a proposed wireless facility at a provider\u2019s request a \u201cprohibition\u201d preempted by federal law<\/span><\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-size: medium;\">mercilessly favors wireless deployment -\u2013 and creates barriers for deployment of wireline facilities<\/span><\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-size: medium;\">makes the FCC the reviewing body (versus a local federal district court) for wireless facility application challenges to local government decisions<\/span><\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-size: medium;\">leaves the local jurisdictions with the burden of justifying their fees by using a complex, burdensome rate-making formula \u2013\u2013 even though members of Congress (who have not served municipal government, mind you) have raised concerns that local government oversight will slow or increase infrastructure deployment cost;
