This change was formalized through a decree published in the Official Gazette (DOF), alongside 11 additional reforms covering telecommunications, animal rights, and the National Guard.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"color: #000000;\">Traditionally, the <a style=\"color: #000000;\" href=\"https:\/\/www.milenio.com\/politica\/publican-en-dof-entrada-en-vigor-de-curp-biometrica\">CURP<\/a> is an <strong>18-character personal identifier<\/strong> for individuals residing in Mexico, whether nationals, foreigners, or Mexicans abroad, but it will now be enhanced to include biometric data.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"color: #000000;\">The updated biometric CURP will contain detailed personal and biometric information, including the first two letters of the paternal last name, the first letter of the maternal last name, and the initial of the first given name, except for common names like Jos\u00e9 or Mar\u00eda, where the second given name is used instead. It will also feature the last two digits of the birth year, birth month and day, a gender identifier, and a birthplace code. Additional elements include a unique three-character alphanumeric key, a certification statement by RENAPO, and a digital signature in newer versions. The CURP will also display the applicant\u2019s photograph and a QR code containing biometric data such as ten fingerprints and iris scans of both eyes.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"color: #000000;\">While no exact start date has been announced, authorities expect a gradual rollout with full enforcement by Feb. 2026. The decree requires the creation of a Unified Identity Platform within 90 days, developed by the Ministry of the Interior and the Digital Transformation Agency, to integrate biometric data into the CURP and connect the National Population Registry with the healthcare system. Public and private institutions will be required to update their systems to recognize the biometric CURP for official procedures. Further changes include revisions to the Economic Competition Law and regulations governing state-owned entities, the harmonization of railway and transportation laws, and the elimination of bureaucratic obstacles.<\/span><\/p>\n<hr \/>\n<h2><a href=\"https:\/\/mexiconewsdaily.com\/news\/mexico-biometric-curp-missing-persons\/\">What is Mexico\u2019s new biometric CURP and is it obligatory?<\/a><\/h2>\n<p>What prompted the decision to create a biometric CURP?<\/p>\n<p>The federal government\u2019s main stated reason for the creation of a biometric CURP is to help combat Mexico\u2019s missing persons crisis. Investigators will be able to access the biometric data of people who disappear in the future, provided that they applied for, and were issued with, a biometric CURP. That ability will ostensibly aid efforts to locate and identify those people or their remains.<\/p>\n<p>Mexicans and foreigners who are currently classified as missing in Mexico obviously don\u2019t have biometric CURPs, and therefore, the creation of the new identity document would not assist the search for those people.<\/p>\n<p>More than 100,000 people are officially classified as missing in Mexico. According to the new regulation, the Ministry of the Interior will also integrate biometric data of children into the National Population Registry.<\/p>\n<p>The new amendments still have to go through legislative procedure, where they are likely to meet resistance from members of PAN (National Action Party) and PRI (Institutional Revolutionary Party).<\/p>\n<p>\u201cThey\u2019re trying to give the federal government the ability to type in your CURP and have access to information about any Mexican,\u201d says PAN member Ricardo Anaya.<\/p>\n<p>Other opposition figures claim that the government cannot guarantee that personal data will be protected. The new CURP, for instance, will be linked to the National Health System Registry and possibly other registries.<\/p>\n<p>According to the currently debated Telecommunications and Broadcasting Law, mobile service providers will only be able to activate services for consumers who present an ID document containing a CURP.
