As of January 1, 2011, increases in water rental rates that BC Hydro<\/div>\n<div style=\"padding-left: 30px;\">pays are tied to inflation instead of to BC Hydro\u2019s rate increases. In addition,<\/div>\n<div style=\"padding-left: 30px;\">BC Hydro\u2019s return on equity to the Province is now based on the total assets in<\/div>\n<div style=\"padding-left: 30px;\">service rather than total debt plus equity. These two actions offset BC Hydro\u2019s rate<\/div>\n<div style=\"padding-left: 30px;\">increases by approximately 2 per cent per year over the F2012 to F2014 period.<\/div>\n<div style=\"padding-left: 30px;\"><strong><br \/>\n<\/strong><\/div>\n<div style=\"padding-left: 30px;\">Despite the actions of BC Hydro and the Province to mitigate cost pressures,<\/div>\n<div style=\"padding-left: 30px;\">BC Hydro still requires significant rate increases. To minimize rate volatility,<\/div>\n<div style=\"padding-left: 30px;\">BC Hydro proposes to smooth the rate increase in each of F2012, F2013 and F2014<\/div>\n<div style=\"padding-left: 30px;\">through the use of a regulatory account,<\/div>\n<h2 style=\"padding-left: 30px;\"><strong>resulting in <span style=\"text-decoration: underline;\">rate increases of<\/span><\/strong><span style=\"text-decoration: underline;\"> <\/span><\/h2>\n<h2 style=\"padding-left: 30px;\"><span style=\"text-decoration: underline;\"> <\/span><strong><span style=\"text-decoration: underline;\">9.73 per cent <\/span><\/strong><strong><span style=\"text-decoration: underline;\">each year. <\/span><\/strong><\/h2>\n<div style=\"padding-left: 30px;\">Without this smoothing treatment the rate increases would be<\/div>\n<div style=\"padding-left: 30px;\">13.89 per cent, 5.33 per cent and 6.81 per cent in F2012, F2013, and F2014\u00a0respectively.<\/div>\n<div style=\"padding-left: 30px;\">B1 &#8211; page 31 (PDF)<\/div>\n<div style=\"padding-left: 30px;\">\n<div>18\u00a0The F11 RRA proceeding concluded on December 2, 2010 when the BCUC<\/div>\n<div>19\u00a0approved, by Order No. G-180-10, a Negotiated Settlement Agreement<\/div>\n<div>20\u00a0(<strong>F11 RRA NSA<\/strong>). The BCUC approved an average rate increase of 6.11 per cent<\/div>\n<div>21\u00a0effective April 1, 2010 with a 4.71 per cent credit rider applied for the period<\/div>\n<div>22\u00a0January 1, 2011 to March 31, 2011 to reflect NSA adjustments. The BCUC also<\/div>\n<div>23\u00a0approved the setting of the DARR at 4 per cent for the period April 1, 2010 to<\/div>\n<div>24\u00a0December 31, 2010 and 2.5 per cent thereafter. The net bill impact of these changes<\/div>\n<div>25\u00a0was an annualized increase of 7.29 per cent as compared to F2010.<\/div>\n<\/div>\n<div style=\"padding-left: 30px;\">\n<div>B1 \u00a0found at<\/div>\n<div><a href=\"http:\/\/www.bcuc.com\/ApplicationView.aspx?ApplicationId=298\" target=\"_blank\">http:\/\/www.bcuc.com\/ApplicationView.aspx?ApplicationId=298<\/a><\/div>\n<\/div>\n<\/div>\n<p style=\"padding-left: 30px;\">\n<hr \/>\n<h2><strong>The Clean Air act takes away<\/strong><\/h2>\n<h2>the Public Utilities Act \u00a0<span style=\"font-weight: normal;\">( <\/span><em><span style=\"font-weight: normal;\">and your rights?<\/span><\/em><span style=\"font-weight: normal;\"> )<\/span><\/h2>\n<h2><span style=\"font-size: small;\"><span style=\"font-weight: normal;\"><span style=\"font-size: x-large;\"><strong><br \/>\n<\/strong><\/span><\/span><\/span><\/h2>\n<p style=\"padding-left: 30px;\"><strong>http:\/\/www.leg.bc.ca\/39th2nd\/1st_read\/gov17-1.htm#section17<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>BILL 17 \u2014 2010<\/strong><\/p>\n<h2 style=\"padding-left: 30px;\"><strong>CLEAN ENERGY ACT<\/strong><\/h2>\n<p style=\"padding-left: 30px;\">\n<h2 style=\"padding-left: 30px;\"><strong>Smart meters<\/strong><\/h2>\n<p style=\"padding-left: 30px;\">17 (1) In this section:<\/p>\n<p style=\"padding-left: 30px;\">&#8220;private dwelling&#8221; means<\/p>\n<p style=\"padding-left: 30px;\">(a) a structure that is occupied as a private residence, or<\/p>\n<p style=\"padding-left: 30px;\">(b) if only part of a structure is occupied as a private residence, that part of the structure;<\/p>\n<p style=\"padding-left: 30px;\">&#8220;smart grid&#8221; means the prescribed equipment;<\/p>\n<p style=\"padding-left: 30px;\">&#8220;smart meter&#8221; means a meter that meets the prescribed requirements, and includes related components, equipment and metering and communication infrastructure that meet the prescribed requirements.<\/p>\n<p style=\"padding-left: 30px;\">(2) Subject to subsection (3), the authority must install and put into operation smart meters and related equipment in accordance with and to the extent required by the regulations.<\/p>\n<p style=\"padding-left: 30px;\">(3) The authority must complete all obligations imposed under subsection (2) by the end of the 2012 calendar year.<\/p>\n<p style=\"padding-left: 30px;\">(4) The authority must establish a program to install and put into operation a smart grid in accordance with and to the extent required by the regulations.<\/p>\n<p style=\"padding-left: 30px;\">(5) The authority may, by itself, or by its engineers, surveyors, agents, contractors, subcontractors or employees, enter on any land, other than a private dwelling, without the consent of the owner, for a purpose relating to the use, maintenance, safeguarding, installation, replacement, repair, inspection, calibration or reading of its meters, including smart meters, or of its smart grid.<\/p>\n<p style=\"padding-left: 30px;\">(6) If a public utility, other than the authority, makes an application under the Utilities Commission Act in relation to smart meters, other advanced meters or a smart grid, the commission, in considering the application, must consider the government&#8217;s goal of having smart meters, other advanced meters and a smart grid in use with respect to customers other than those of the authority.<\/p>\n<p style=\"padding-left: 30px;\">\n<p style=\"padding-left: 30px;\"><strong>BC Hydro Press Release April 28, 2010.<\/strong><\/p>\n<p style=\"padding-left: 30px;\">These specific<strong> clean-power procurement processes will not be put at risk or delayed<\/strong>.\u00a0<strong>They will be exempt from unnecessary, costly and time-consuming reviews under the Utilities Commission Act.<\/strong> Yet they will still be subject to B.C.
