{"id":6093,"date":"2015-01-30T19:48:23","date_gmt":"2015-01-31T02:48:23","guid":{"rendered":"https:\/\/emrabc.ca\/?p=6093"},"modified":"2015-04-09T19:50:05","modified_gmt":"2015-04-10T02:50:05","slug":"demand-response-and-advanced-metering","status":"publish","type":"post","link":"https:\/\/emrabc.ca\/?p=6093","title":{"rendered":"Demand Response and Advanced Metering"},"content":{"rendered":"<div><span style=\"font-family: 'Times New Roman';\">Developments and issues in advanced metering The American Recovery and Reinvestment Act of 2009 (Recovery Act),12 through partnerships with more than 200 electric utilities and other organizations, accelerated the deployment of advanced meters throughout the nation\u2019s electric system.13 Deployment of advance meters in the U.S. continues to progress as one component of electric grid modernization efforts.\u00a0<span>Industry stakeholders and policy makers are gaining experience with these new technologies,<\/span>\u00a0utilities are undertaking hardware and network integration efforts, and new grid and consumer applications are being explored and developed. Presented below are examples of continued programmatic support for advanced meters, reported demonstrated benefits of advanced meters, and state legislative and regulatory activities.<\/span><\/div>\n<div><a title=\"http:\/\/www.ferc.gov\/legal\/staff-reports\/2014\/demand-response.pdf\" href=\"http:\/\/www.ferc.gov\/legal\/staff-reports\/2014\/demand-response.pdf\" target=\"_blank\">http:\/\/www.ferc.gov\/legal\/staff-reports\/2014\/demand-response.pdf<\/a><\/div>\n<div><\/div>\n<div><\/div>\n<div>The experience that Industry stakeholder and policy makers is gaining is from an experiment that they are doing on the public without their consent.<\/div>\n<div>This not allowed under the Nuremburg Accord.<\/div>\n<div>\u00a0<a title=\"http:\/\/en.wikipedia.org\/wiki\/Nuremberg_Code\" href=\"http:\/\/en.wikipedia.org\/wiki\/Nuremberg_Code\" target=\"_blank\">http:\/\/en.wikipedia.org\/wiki\/Nuremberg_Code<\/a><\/div>\n<h2><span style=\"font-family: Georgia;\">The ten points of the Nuremberg Code<span style=\"color: #555555;\">\u00a0<\/span><\/span><\/h2>\n<p><span><span style=\"color: #252525;\">The 10 points are, (all from United States National Institutes of Health).<\/span><sup id=\"aolmail_cite_ref-7\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Nuremberg_Code#cite_note-7\" target=\"_blank\"><span style=\"color: #0b0080;\"><span><span>[<\/span><\/span><span><span>7<\/span><\/span><span><span>]<\/span><\/span><\/span><\/a><\/sup><\/span><\/p>\n<ol>\n<li><span style=\"color: #000000;\"><strong>The voluntary\u00a0<a title=\"Consent\" href=\"http:\/\/en.wikipedia.org\/wiki\/Consent\" target=\"_blank\"><span style=\"color: #000000;\">consent<\/span><\/a>\u00a0of the human subject is absolutely\u00a0<a title=\"Essence\" href=\"http:\/\/en.wikipedia.org\/wiki\/Essence\" target=\"_blank\"><span style=\"color: #000000;\">essential<\/span><\/a>. This means that the person involved should have\u00a0<a title=\"Legal\" href=\"http:\/\/en.wikipedia.org\/wiki\/Legal\" target=\"_blank\"><span style=\"color: #000000;\">legal<\/span><\/a>\u00a0capacity to give consent; should be so situated as to be able to exercise free power of choice, without the intervention of any element of force, fraud, deceit, duress, over-reaching, or other ulterior form of constraint or coercion; and should have sufficient knowledge and comprehension of the elements of the subject matter involved as to enable him\/her to make an understanding and enlightened\u00a0decision. This latter element requires that before the acceptance of an affirmative decision by the experimental subject there should be made known to him the nature, duration, and purpose of the experiment; the method and means by which it is to be conducted; all inconveniences and hazards reasonable to be expected; and the effects upon his health or person which may possibly come from his participation in the experiment.\u00a0The duty and responsibility for ascertaining the quality of the consent rests upon each individual who initiates, directs or engages in the experiment. It is a personal duty and responsibility which may not be delegated to another with impunity.<\/strong><\/span><\/li>\n<li><span style=\"color: #252525;\"><span><span>The experiment should be such as to yield fruitful results for the good of society, unprocurable by other methods or means of study, and not\u00a0<\/span><\/span><\/span><span><a title=\"Random\" href=\"http:\/\/en.wikipedia.org\/wiki\/Random\" target=\"_blank\"><span style=\"color: #0b0080;\">random<\/span><\/a><\/span><span><span><span style=\"color: #252525;\">\u00a0and unnecessary in nature.<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #252525;\"><span><span>The experiment should be so designed and based on the results of\u00a0<\/span><\/span><\/span><span><a title=\"Animal experimentation\" href=\"http:\/\/en.wikipedia.org\/wiki\/Animal_experimentation\" target=\"_blank\"><span style=\"color: #0b0080;\">animal experimentation<\/span><\/a><\/span><span><span><span style=\"color: #252525;\">\u00a0and a knowledge of the natural history of the disease or other problem under study that the anticipated results will justify the performance of the experiment.<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #252525;\"><span><span>The experiment should be so conducted as to avoid all unnecessary\u00a0<\/span><\/span><\/span><span><a title=\"Physical property\" href=\"http:\/\/en.wikipedia.org\/wiki\/Physical_property\" target=\"_blank\"><span style=\"color: #0b0080;\"><span>physical<\/span><\/span><\/a><span style=\"color: #252525;\"><span>\u00a0and\u00a0<\/span><\/span><a title=\"Mind\" href=\"http:\/\/en.wikipedia.org\/wiki\/Mind\" target=\"_blank\"><span style=\"color: #0b0080;\"><span>mental<\/span><\/span><\/a><\/span><span><span><span style=\"color: #252525;\">\u00a0suffering and injury.<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #252525;\"><span><span>No experiment should be conducted where there is a prior reason to believe that death or disabling\u00a0<\/span><\/span><\/span><span><a title=\"Injury\" href=\"http:\/\/en.wikipedia.org\/wiki\/Injury\" target=\"_blank\"><span style=\"color: #0b0080;\">injury<\/span><\/a><\/span><span><span><span style=\"color: #252525;\">\u00a0will occur; except, perhaps, in those experiments where the experimental physicians also serve as subjects.<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #252525;\"><span><span>The degree of risk to be taken should never exceed that determined by the\u00a0<\/span><\/span><\/span><span><a title=\"Humanitarian\" href=\"http:\/\/en.wikipedia.org\/wiki\/Humanitarian\" target=\"_blank\"><span style=\"color: #0b0080;\">humanitarian<\/span><\/a><\/span><span><span><span style=\"color: #252525;\">\u00a0importance of the problem to be solved by the experiment.<\/span><\/span><\/span><\/li>\n<li><span><span style=\"color: #252525;\">Proper preparations should be made and adequate facilities provided to protect the experimental subject against even remote possibilities of injury, disability, or death.<\/span><\/span><\/li>\n<li><span><span style=\"color: #252525;\">The experiment should be conducted only by scientifically qualified persons. The highest degree of skill and care should be required through all stages of the experiment of those who conduct or engage in the experiment.<\/span><\/span><\/li>\n<li><span style=\"color: #252525;\"><span><span>During the course of the experiment the human subject should be at\u00a0<\/span><\/span><\/span><span><a title=\"Liberty\" href=\"http:\/\/en.wikipedia.org\/wiki\/Liberty\" target=\"_blank\"><span style=\"color: #0b0080;\">liberty<\/span><\/a><\/span><span><span><span style=\"color: #252525;\">\u00a0to bring the experiment to an end if he has reached the physical or mental state where continuation of the experiment seems to him to be impossible.<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #252525;\"><span><span>During the course of the experiment the scientist in charge must be prepared to terminate the experiment at any stage, if he has\u00a0<\/span><\/span><\/span><span><a title=\"Probable cause\" href=\"http:\/\/en.wikipedia.org\/wiki\/Probable_cause\" target=\"_blank\"><span style=\"color: #0b0080;\"><span>probable cause<\/span><\/span><\/a><span style=\"color: #252525;\"><span>\u00a0to believe, in the exercise of the good faith, superior skill and careful\u00a0<\/span><\/span><a title=\"Judgment\" href=\"http:\/\/en.wikipedia.org\/wiki\/Judgment\" target=\"_blank\"><span style=\"color: #0b0080;\"><span>judgment<\/span><\/span><\/a><span style=\"color: #252525;\"><span>\u00a0required of him that a continuation of the experiment is likely to result in injury,\u00a0<\/span><\/span><a title=\"Disability\" href=\"http:\/\/en.wikipedia.org\/wiki\/Disability\" target=\"_blank\"><span style=\"color: #0b0080;\"><span>disability<\/span><\/span><\/a><span style=\"color: #252525;\"><span>, or\u00a0<\/span><\/span><a title=\"Death\" href=\"http:\/\/en.wikipedia.org\/wiki\/Death\" target=\"_blank\"><span style=\"color: #0b0080;\"><span>death<\/span><\/span><\/a><span style=\"color: #252525;\"><span>\u00a0to the\u00a0<\/span><\/span><a title=\"Experimental subject\" href=\"http:\/\/en.wikipedia.org\/wiki\/Experimental_subject\" target=\"_blank\"><span style=\"color: #0b0080;\"><span>experimental subject<\/span><\/span><\/a><\/span><span><span style=\"color: #252525;\">.<\/span><\/span><\/li>\n<\/ol>\n<p><span><span style=\"color: #252525;\"><span>Reprinted from\u00a0<i>Trials of War Criminals before the Nuremberg Military Tribunals under Control Council Law No. 10, Vol. 2, pp. 181\u2013182.<\/i>\u00a0Washington, D.C.: U.S. Government Printing Office, 1949.
