The remote sensing of mental stress from the electromagnetic reflection coefficient of human skin in the sub-THz range

Abstract

Recent work has demonstrated that the reflection coefficient of human skin in the frequency range from 95 to 110 GHz (W band) mirrors the temporal relaxation of stress induced by physical exercise. In this work, we extend these findings to show that in the event of a subtle trigger to stress, such as mental activity, a similar picture of response emerges. Furthermore, the findings are extended to cover not only the W band (75-110 GHz), but also the frequency band from 110 to 170 GHz (D band). We demonstrate that mental stress, induced by the Stroop effect and recorded by the galvanic skin response (GSR), can be correlated to the reflection coefficient in the aforementioned frequency bands. Intriguingly, a light physical stress caused by repeated hand gripping clearly showed an elevated stress level in the GSR signal, but was largely unnoted in the reflection coefficient in the D band. The implication of this observation requires further validation.

Abstract

Recent studies of the minute morphology of the skin by optical coherence tomography showed that the sweat ducts in human skin are helically shaped tubes, filled with a conductive aqueous solution. A computer simulation study of these structures in millimeter and submillimeter wave bands show that the human skin functions as an array of low-Q helical antennas. Experimental evidence is presented that the spectral response in the sub-Terahertz region is governed by the level of activity of the perspiration system. It is also correlated to physiological stress as manifested by the pulse rate and the systolic blood pressure.

A New Paradigm in Human Sensitivity? Recognition of the Human Condition via the Exposure of Sweat Ducts to sub-THz Waves

Goal: In the interaction of microwave radiation and human beings, the skin is traditionally considered as just an absorbing sponge stratum filled with water. In 2008, we showed that this view is flawed when we demonstrated that the coiled portion of the sweat duct in upper skin layer could be regarded as a helical antenna in the sub-THz band. Experimentally we showed that the reflectance of the human skin in the sub-THz region depends on the intensity of perspiration, and correlates with levels of human stress (physical, mental and emotional). Furthermore, in 2014 we detected circular dichroism in the reflectance from the skin, a signature of the axial mode of a helical antenna. The full ramifications of what these findings represent in the human condition are still very unclear. How does control of the sweat duct by the central nervous system influence the reflection we found? Since the Sympathetic Nerve Response controls sweat gland activity and this activity affects the reflectance, our findings suggest the possibility of a direct reading of the human mental state with all that this implies. This project intends to address these fundamental issues: Does this signal imply biofeedback? Can it be exploited in fields such as medical diagnostics, remote sensing, homeland security, etc.? These considerations, coupled with the view that the interaction of the sweat duct with an EM wave is based on their helical morphology, allow us to believe that the time is ripe for opening a new area of research. This is also poignant now because of the interest of industry to exploit precisely this signal range (100 GHz – 400 GHz) for communications and possible consequent side effects on the public

Microwave dielectric spectroscopy study of water dynamics in normal and contaminated raw bovine milk.

Abstract

The role of water in bovine milk is more complicated than that of a background solvent. To understand the interaction between water and the constituents of milk, an extensive dielectric study of the γ-dispersion of raw bovine milk was carried out over the frequency range 0.1 – 50GHz and the interval of temperatures (10°C-42°C). Samples were provided by utilizing an extended donor pool. The results reveal that the temperature dependence of the characteristic relaxation times is described by the Arrhenius law. Furthermore, it conforms to a Meyer-Neldel compensation, whereby the pre-factor of the relaxation times is dependent on the activation energy. This entropy/enthalpy compensation is traced to the interaction between bulk water dynamic clusters and other milk constituents. A statistical correlation between the Somatic Cell Count, a traditional measure of milk quality, and the relaxation times is provided as well, opening new vistas for the industrial classification of milk.

Effects of millimeter wave irradiation and equivalent thermal heating on the activity of individual neurons in the leech ganglion

Abstract

Many of today’s radiofrequency-emitting devices in telecommunication, telemedicine, transportation safety, and security/military applications use the millimeter wave (MMW) band (30–300 GHz). To evaluate the biological safety and possible applications of this radiofrequency band for neuroscience and neurology, we have investigated the physiological effects of low-intensity 60-GHz electromagnetic irradiation on individual neurons in the leech midbody ganglia. We applied incident power densities of 1, 2, and 4 mW/cm2 to the whole ganglion for a period of 1 min while recording the action potential with a standard sharp electrode electrophysiology setup. For comparison, the recognized U.S. safe exposure limit is 1 mW/cm2 for 6 min. During the exposure to MMWs and gradual bath heating at a rate of 0.04°C/s (2.4°C/min), the ganglionic neurons exhibited similar dose-dependent hyperpolarization of the plasma membrane and decrease in the action potential amplitude. However, narrowing of the action potential half-width during MMW irradiation at 4 mW/cm2 was 5 times more pronounced compared with that during equivalent bath heating of 0.6°C. Even more dramatic difference in the effects of MMW irradiation and bath heating was noted in the firing rate, which was suppressed at all applied MMW power densities and increased in a dose-dependent manner during gradual bath heating. The mechanism of enhanced narrowing of action potentials and suppressed firing by MMW irradiation, compared with that by gradual bath heating, is hypothesized to involve specific coupling of MMW energy with the neuronal plasma membrane.

mmWave Radar Return for Characterization of Burned Skin

Abstract

This publication describes techniques and systems directed to classifying skin injury using a radar propagation technique to measure the health of tissue below the surface of the skin. The millimeter-wave (mmWave) frequency of the electromagnetic spectrum can be broadcast from an active sensor(s) (e.g., transmitting antenna(s)) on a computing device towards the skin of a person. The mmWaves penetrate the skin and reflectively scatter differently for various tissues and burn types due to changes in dielectric properties. Sensor(s) (e.g., receiving antenna(s)) on the computing device can sense the scattering of the mmWaves reflected by the skin and collect data for processing. The data can be processed using data models supported by machine learning algorithms to categorize an assessment of skin injury. The computing device can further assess skin injury through the use of passive sensors such as light sensors (i.e., camera) or infrared (IR) sensors.

Skin Heating and Injury by Prolonged Millimeter-Wave Exposure:

Theory Based on a Skin Model Coupled to a Whole Body Model

and Local Biochemical Release From Cells at Supraphysiologic Temperatures

Abstract — Energy dissipation by millimeter-wavelength electromagnetic-radiation (MMW; f ∼ 3 − 300 GHz) exposure to mammalian skin occurs within the outer surface. The penetration depth is less than 1 mm for frequencies above 25 GHz. A trans- port-lattice system model is used, which incorporates two spatial scales to estimate heat and chemical transport in rat skin in vivo: 1) a layered skin model involving the outer several millimeters of the body coupled to 2) a whole body model.

The whole body model accounts for core-body heating, which provides a time-dependent reference temperature for blood perfusion in the skin model as well as the chemical concentration in the bloodstream and renal elimination. The model’s thermal response to MMW exposure is consistent with the subcutaneous and colonic temperature mea- surements reported for 75 mW · cm−2 and 40-min exposures at 94 GHz in anesthetized rats. The simultaneous involvement of two biophysical mechanisms that create different chemical changes in response to the field exposure is also considered.

First, a traditional nonspecific thermal-injury indicator is used to estimate denaturing molecular change due directly to heating as a function of depth in the skin. Rat skin exposed in vivo to 75 mW · cm−2 for long times (40 min) has a significant direct injury, while a 10-s exposure to 1 W · cm−2 results in a much less direct injury.

Second, the biophysical mechanism of biochemical release through cell membranes within the tissue regions that reach supraphys- iologic temperatures is also considered. The released molecules are delivered to other skin regions by diffusion and into the bloodstream by perfusion, where according to our hypothesis, the molecules interact with susceptible cells. This raises the possibility of additional indirect injury at nearby deeper skin regions that experience insignificant heating. Biochemical release may also lead to injury at distant sites within the body by perfusion clearance that transfers molecules into the systemic circulation to reach other susceptible cells. The hypothesis of simultaneous direct- and indirect-injury mechanisms is also illustrated by creating and solving didactic, coupled thermal, and chemical transport-lattice models.

Millimeter Wave Reflectometry and Imaging for Noninvasive Diagnosis of Skin Burn Injuries

Accurate assessment of the degree of burn in human skin is critically important for burn technicians and physicians when making treatment decisions. Millimeter wave reflectometry and imaging are potential diagnostic tools capable of distinguishing between healthy and burned skin, as the dielectric properties of the latter are significantly different from that of the former. In this paper, the commonly used layered model of human skin is used to simulate the reflection properties of skin with varying degrees of burn, at Ka-band (26.5-40 GHz), to demonstrate the potential for such diagnosis. Measurements of complex reflection coefficient are also conducted on a pigskin with and without medical dressing, which is a close mimic to human skin. Good agreement is obtained, in amplitude and variation trends in the reflection coefficient results, between simulation and measurement results, indicating the potential effectiveness and feasibility of burn degree diagnosis by localized millimeter wave reflectometry and complex reflection coefficient $L^{{\mathrm {2}}}$ -Norm analysis. Finally, synthetic aperture radar imaging technique is used to examine the efficacy of imaging for burn wound at V-band (50-75 GHz). In addition, the effectiveness of localized and imaging methods for evaluating burns covered by medical dressings is also demonstrated

A group of physicists from the Hebrew University in Jerusalem, together with several physicians, have researched “G5” millimeter wave technology (Sub Terahertz frequencies) and its interaction with the human body. I am a physician who participated in this research.

Human sweat glands as helical antennas:

The study of human sweat glands as helical antennas conducted by our group in Prof. Feldman’s lab, began by looking at images of the skin created by optical coherence tomography (OCT), which revealed that the tips of the sweat ducts that expel the sweat from the gland to the pore at the surface of the skin have a helical structure (Knuttel et al, 2004; Lademann, Otberg et al. 2007; Tripathi et al, 2015). This, and the fact that the dielectric permittivity of the dermis is higher than that of the epidermis, leads one to assume that, as electromagnetic entities, the sweat ducts could be regarded as imperfect helical antennas (Feldman, et al. 2008, 2009; Kawase and Hayashi, 2011; Yang, Donnan et al. 2011; Hayut et al, 2013, 2014).

The prediction of this simulation was that there would be an influence of the sweat duct on reflected signal around 90 GHz and an even increased sensitivity in higher frequencies. Proton hopping was suggested as the phenomenon that causes the conductivity inside the sweat gland. Taking into consideration a drop in the electric potential caused by the difference in the pH values between the skin surface (pH=5.5) and the dermis (pH=6.9), one can posit the existence of an electromotive force that would provide the necessary additional charge flow in the duct.

Thus, the sweat ducts possess all the required features to reveal antenna-like behavior in the extremely high frequency band (EHF band or the millimeter/submillimeter band).

These assumptions were supported by a series of computer simulations which showed that the spectral response of the ducts indeed coincides with the prediction of the antenna theory.

Implications:

Computer simulations using the Finite Differences Time Domain (FDTD) method have clearly shown that sweat gland ducts are high absorption structures of mm-waves. SAR values were about one order of magnitude higher with the sweat gland ducts and highly localized to within the sweat gland ducts (Shafirstein and Moros, 2011). Temperatures computed using a bio-heat equation demonstrated that the temperature maximum was moved toward the epidermis which is populated by pain nerve fibers and heat-sensitive keratinocytes. This situation is closer to direct contact with a hot surface, indicating that exposure to high power GHz irradiation should result in a sudden acute pain response even without direct heating of the stratum corneum.

This phenomenon may potentially affect all humans and especially susceptible members of the public using or being exposed to communications devices in the sub-terahertz waveband.

It is advisable that the as low as reasonably achievable (ALARA) principle be adopted for uses of this technology, while a major cross‑disciplinary effort is generated to train researchers in bioelectromagnetics and provide monitoring of potential health impacts of RF‑EMF.

Summary of conclusions:

(1) Public exposure to millimeter waves, in the sub-Terahertz frequency range, is currently less common. If these devices fill the public space they will affect everyone, including the more susceptible members of the public: babies, pregnant women, the elderly, the sick and electro hypersensitive individuals.

(2) Human sweat ducts transmit and perhaps also receive electromagnetic waves that reflect the person’s emotional state, as an extension of the sympathetic nervous system that innervates sweat ducts

(3) These newly suggested physiologic and psychological functions of human sweat ducts have not yet been researched by neurophysiologists or by psychologists

(4) Computer simulations have demonstrated that sweat glands concentrate sub-terahertz waves in human skin. Humans could sense these waves as heat. The use of sub-terahertz (Millimeter wave) communications technology (cellphones, Wi Fi, antennas) could cause humans to percept physical pain via nociceptors.

(5) Potentially, if G5 WI FI is spread in the public domain we may expect more of the health effects currently seen with RF/ microwave frequencies including many more cases of hypersensitivity (EHS), as well as many new complaints of physical pain and a yet unknown variety of neurologic disturbances.

(6) It will be possible to show a causal relationship between G5 technology and these specific health effects. The affected individuals may be eligible for compensation.

5G and The internet of Things:

The Answer or a Predictable Dilemma?

The telecommunications industry is actively promoting and marketing  5G (or 5th generation) Technology and the Internet of Things. They promise that it will bring enhanced communications, jobs, and an economic boost to our cities. Many argue that there are health, safety, environmental, privacy, security and energy use issues, however, that have not been addressed. Far from being mobile, this technology will depend on thousands of  fixed “small cell” antennae throughout cities and residential neighborhoods, about 300 meters (100 feet) apart. In order to function, these short wavelength radiofrquencies (10-100 Gigahertz or GHz) will be pulsing at billions of times a second will be on 24 hours a day.

5G Signals the Skin Through Sweat Glands

Although they only penetrate the outer layers of skin, elements in the skin can act as a mini antennas radiating the EMR deeper into the body and signaling the nervous, endocrine and immune system with broad adverse effects. There has been no pre market testing of 5G. It is assumed safe if it does not burn the skin. Like prior 2G,3G and 4G networks, they are considered dangerous only if they heat the body. FCC guidelines are only based on heat. There has been no consideration for adverse  biological effects found at non thermal levels in a multitude of studies.

5G Wireless Versus Fiberoptic to the Home

There is growing concern, despite industry ads,  that 5G is overrated and that the expense will not match profit margin. There is also closer scrutiny of the 5G rollout with the knowledge that underground fiberoptic networks are much more reliable than wireless networks in a fire or for emergencies.  Utility poles overloaded with cell antenna equipment from multiple carriers were responsible for fires in Malibu in 2007, costing about $100 million in fines. This is a more common occurrence with severe weather changes and aging poles.  Advantages of Fiberoptic to the premises (FTTP) are

  • Fiberoptic networks are much less susceptible to congestion due to each household having a dedicated link
  • Underground FTTP are less susceptible to damage from fires which are becoming more frequent.

  • Fiberoptic has faster speed, less energy use and more privacy and security than with wireless systems
  • Fiberoptic does not emit harmful radio frequency radiation, which has been shown to harm humans,
  • Open Access Fiberoptic systems are a win-win for industry and cities.

(NaturalNews) In a new twist to the TSA saga to which we can only say, “We told ya so,” the Electronic Privacy Information Center (EPIC) has obtained documents through the Freedom of Information Act (FOIA) that reveal TSA employees are reporting “cancer clusters” among their own employees who work near radiation body scanners. At the same time, DHS refuses to issue dosimeters to TSA employees because, obviously, those dosimeters would indicate alarming levels of radiation exposure. So it’s better to just keep everyone ignorant and keep irradiating all the TSA employees and hope nobody notices, apparently.

That TSA employees are giving themselves cancer by irradiating innocent travelersis perhaps the most striking bit of tragic justice we’ve yet seen in this entire fiasco. TSA agents commit felony crimes every single day against innocent travelers, molesting them, illegally detaining them and humiliating them as part of the “security screening” procedures. They’re also irradiating them with the naked body scanners that we all know Janet Napolitano openly lied about (http://www.naturalnews.com/032839_body_scann…). As a side effect of that irradiation effort, TSA employees are also irradiating themselves. Cancer, not surprisingly, will not be far behind.

By the way, the best and most timely reporting on this subject is currently coming from Paul Joseph Watson at PrisonPlanet.com, who, together with Alex Jones leading the protests, has been hammering both the TSA and the Texas legislature over these criminal pat-downs (http://www.prisonplanet.com/cancer-surges-in…). In an age where nearly all mainstream journalism is little more than comedic shilling for Big Government, it’s refreshing to know that people like Watson are still pursuing the role of honest journalismthat questions government’s lies (as in the Nixon era).

Napolitano lied about safety of body scanners Why are the body scanners causing cancer clusters among TSA employees? As we reported yesterday, Janet Napolitano lied about the safety of the devices, claiming that NIST had “affirmed the safety” of them. NIST fired back an email that specifically explained NIST doesn’t test the safety of products at all! Ever! Therefore, all the claims that these devices were tested and confirmed as safe was complete B.S. from Napolitano. Just an outright lie. Not a shred of truth to be found.

 

You see, when government has abandoned the truth as a matter of policy, it can only resort to lies to further its agenda. The truth no longer has any place in the U.S. government, where criminals and thugs simply make up whatever lies they want and then pass them off as “truth” to the press (which dutifully reports all government lies as truths). This is precisely the case with the TSA and these naked body scanners. It’s also the situation with the economy, the unemployment rate and the national debt, if you follow economic news. The American empire has become what the Roman Empire was right before its fall: A tragic cabal of professional thieves and liars who run the government and steal from the People.

TSA employees fry their own genitals with radiation Now, even though the NIST did not test the safety of these machines, it did warn airport screeners to avoid standing next to them because the machines clearly emitted doses of radiation that could mutate DNA and cause cancer.

The bulk of TSA employees, who we’ve already established are among the most intellectually-challenged individuals which are still somehow employable, don’t seem to care that they’re getting fried with radiation every day on the job. In fact, many TSA employees don’t even understand the laws of physics, as has been demonstrated over and over when they tell travelers truly idiotic things like, “There’s no radiation from these machines.” (True story. This is what one of our contributing writers was told by a TSA agent in Denver.)

Gee, how do they think the machines work? Do they think they’re magic? Who needs radiation when you can just use magic to see through people!

The one notable upshot from all this is the realization that TSA agents might experience so much DNA damage from standing next to those machines that they will be rendered completely infertile and therefore have no ability to reproduce. This, the scientists say, is called “natural selection.” Those best adapted to surviving will pass on their genes to the next generation, while those who fail to protect the integrity of their own DNA get removed from the human gene pool. I can’t think of a more appropriate example of natural selection in action. Darwin eats TSA agents as a mid-morning snack, it seems. So maybe those radiation machines do have a purpose after all…

All kidding aside, there’s a kind of poetic justice in the idea that these agents who terrorize innocents will one day find themselves on the receiving end of a chemotherapy drip. It’s not that we wish suffering upon anyone, but this is a suffering they have brought upon themselves. At what point, I wonder, will the cancer-stricken TSA employees finally figure out the government is lying to THEM, too?

That’s a realization shared by many veterans who sign up for military service with all sorts of patriotic enthusiasm and then one day realize the government has stolen their health benefits and abandoned their needs. Such is the result of naive faith in a government that couldn’t care less about the people it claims to serve. Well, heck, I’m not even sure the government continues that “serving the people” cover story anymore. Now, the government openly claims to be the supreme power over the servant people.

We the undersigned, more than 170 scientists from 37 countries, recommend a moratorium on the roll- out of the fifth generation, 5G, for telecommunication until potential hazards for human health and the environment have been fully investigated by scientists independent from industry. 5G will substantially increase exposure to radiofrequency electromagnetic fields (RF-EMF) on top of the 2G, 3G, 4G, Wi-Fi, etc. for telecommunications already in place.  RF-EMF has been proven to be harmful for humans and the environment.

 

 

5G leads to massive increase of mandatory exposure to wireless radiation

5G technology is effective only over short distance. It is poorly transmitted through solid material.

Many new antennas will be required and full-scale implementation will result in antennas in urban areas, thus massively increasing mandatory exposure. 

With ”the ever more extensive use of wireless technologies,” nobody can avoid to be exposed. Because on top of the increased number of 5G-transmitters (even within housing, shops and in hospitals) according to estimates, ”10 to 20 billion connections” (to refrigerators, washing machines, surveillance cameras, self-driving cars and buses, etc.) will be parts of the Internet of Things. All these together can cause a substantial increase in the total, long term RF-EMF exposure to all EU citizens.

Harmful effects of RF-EMF exposure are already proven

Over 220 scientists from more than 40 countries have expressed their “serious concerns” regarding the ubiquitous and increasing exposure to EMF generated by electric and wireless devices already before the additional 5G roll-out. They refer to the fact that ”numerous recent scientific publications have shown that EMF affects living organisms at levels well below most international and national guidelines”. Effects include increased cancer risk, cellular stress, increase in harmful free radicals, genetic damages, structural and functional changes of the reproductive system, learning and memory deficits, neurological disorders, and negative impacts on general well-being in humans. Damage goes well beyond the human race, as there is growing evidence of harmful effects to both plants and animals.

After the scientists’ appeal was written in 2015 additional research has convincingly confirmed serious health risks from RF-EMF fields from wireless technology. The world’s largest study (25 million US dollar) National Toxicology Program (NTP), shows statistically significant increase in the incidence of brain and heart cancer in animals exposed to EMF below the ICNIRP guidelines followed by most countries. These results support results in human epidemiological studies on RF radiation and brain tumour risk. An increasing part of the European population is affected by ill health symptoms that have for many years been linked to exposure to EMF and wireless radiation in the scientific literature. The Interna- tional Scientific Declaration on EHS & multiple chemical sensitivity (MCS), Brussels 2015, declares that: “In view of our present scientific knowledge, we thereby stress all national and international bodies and insti- tutions…to recognize EHS and MCS as true medical conditions which acting as sentinel diseases may create a major public health concern in years to come worldwide i.e. in all the countries implementing unrestricted use of electromagnetic field-based wireless technologies and marketed chemical substances… Inaction is a cost to society and is not an option anymore… we unanimously acknowledge this serious hazard to public health…that major primary prevention measures are adopted and prioritized, to face this worldwide panepidemic in perspective.”

Resolution 1815 (Council of Europe, 2011): ”Take all reasonable measures to reduce exposure to electromagnetic fields, especially to radio frequencies from mobile phones, and particularly the exposure to children and young people who seem to be most at risk from head tumours…Assembly strongly recom- mends that the ALARA (as low as reasonably achievable) principle is applied, covering both the so-called thermal effects and the athermic [non-thermal] or biological effects of electromagnetic emissions or radiation” and to ”improve risk-assessment standards and quality”.

The Nuremberg code (1949) applies to all experiments on humans, thus including the roll-out of 5G with new, higher RF-EMF exposure. All such experiments: ”should be based on previous knowledge (e.g., an expectation derived from animal experiments) that justifies the experiment. 

No experiment should be conducted, where there is an a prior reason to believe that death or disabling injury will occur; except perhaps, in those experiments where the experimental physicians also serve as subjects.”

The European Environment Agency (EEA) is warning for “Radiation risk from everyday devices” in spite of the radiation being below the WHO/ICNIRP standards.  EEA also concludes : “There are many examples of the failure to use the precautionary principle in the past, which have resulted in serious and often irreversible damage to health and environments… harmful exposures can be widespread before there is both ‘convincing’ evidence of harm from long-term exposures, and biological understanding (mechanism) of how that harm is caused.”

 

“Safety guidelines” protect industry — not health

 

The current ICNIRP/WHO guidelines for EMF are based on the obsolete hypothesis heating of exposed tissue that ”The critical effect of RF-EMF exposure relevant to human health and safety is heating of exposed tissue.” However, scientists have proven that many different kinds of illnesses and harms are caused without heating  (”non- thermal effect”) at radiation levels well below ICNIRP guidelines.

 

We urge EU:

1) To take all reasonable measures to halt the 5G RF-EMF expansion until independent scientists can assure that 5G and the total radiation levels caused by RF-EMF (5G together with 2G, 3G, 4G, and WiFi) will not be harmful for EU-citizens, especially infants, children and pregnant women, as well as the environment.

 

2) To recommend that all EU countries, especially their radiation safety agencies, follow Resolution 1815 and information, citizens, including, teachers and physicians,

how and why to avoid wireless communication, particularly in/near e.g., daycare centres, schools, homes, workplaces, hospitals and elderly care.

3) To appoint immediately, without industry influence, an EU task force of independent, truth Impartial EMF-and-health scientists with no conflicts of interest to re-evaluate the health risks and :

a) to decide about new, safe “maximum total exposure standards” for all wireless communication within EU.  b) To study the total and cumulative exposure affecting EU-citizens.  c)  To create rules that will be prescribed/enfoced within the EU about how to avoid exposure exceeding new EU”maximum total exposure standards” concerning all kinds of EMFs in order to protect citizens.  especially infants.  children and pregnant woman.

4) To prevent the wireless/telecom industry through its lobbying organizations from persuading EU officials to make decisions about further propagation of RF radiation including 5G in Europe.
