Submit Final Comments to the Government by:

Monday, September 15th, 2025

These may be the first of these types of installations so others in the rest of Canada may want to contact their local government officials as well.

Why Are We Concerned?

Over-the-horizon radar must use extremely powerful skywave radar systems, which bounce strong radar off the ionosphere and back to large areas of land for military operations.

Up until now, these types of radar facilities have been set up along the DEW line in the arctic, away from people. A new second line is planned in the south, blanketing populated and environmentally sensitive areas, and potentially much of Southern Ontario with 24/7 radar. This is the first site to be built, but they are planning more across Canada.

Additionally, these installations are not moveable, so they would be areas that could be potential targets if another country were to attempt to get past the NORAD detection system.

Public Consultation Comments Submission:

The public consultation was announced only on August 26th, with a total of four meetings on September 9th and 10th.

All final comments from the public must be given by September 15th.

This is very little time for public discussion. This is not being talked about in the news, and it seems the majority of the public are unaware this is even happening.

We hope you will help share this news and encourage others to participate in this serious Canada-wide discussion.

Some Interesting Quotes From The Document Are:

• 4.4 Opposition by local population

Imposing HF installations are usually unpopular due to concerns about radiation hazards, escalation of hostility, and secret military agendas. To gain popular support for these systems, a two-pronged approach is necessary.

The first task is to publish material in the open literature about the systems and discuss the operations of these systems to the extent possible without revealing sen-sitive details about system performance. For unclassified aspects of the facilities, this effort can include public open houses for one day per year to allow interested people to tour parts of the facilities.

The second task is to employ local people in the maintenance and operations of the facilities. If classified aspects of the facilities can be suitably compartmentalized in separate (guarded) buildings, then local people can be employed for at least the unclassified aspects of the operation. Furthermore, local hotels, bed & breakfasts, and restaurants, can receive increased business by providing services to visitors to the sites. By engaging the local population in a constructive manner, the success of the project becomes consistent with the well-being of the community

• Radiation hazards are usually dealt with by fencing off the area where electromagnetic exposure exceeds maximum levels published in standards such as Canada Safety Code 6 or IEEE/ANSI C95.1-1992. For large HF installations, radiation levels may exceed safe levels up to a kilometre in front of the array.

At This Point, We Don’t Know … :

• The transmission power at the site – These systems can broadcast immense amounts of power from 100’s of kiloWatts to MegaWatts. It’s so much power that the transmit site cannot be used for reception.
• The projected areas of radar return – How much of Ontario is going to be exposed to this?
• Power density of radar returns
• What will the DND be doing to help people with EMR-S who cannot medically tolerate added radiation to their property and who live in these areas of radar return.
• Is it possible these radar installations could be moved south of our border, or into our far north, away from people? Should we be doing this at all?
• How will they ensure that the transmit radar will not affect aircraft systems that are descending into Toronto to land? In the past Display Units (cockpit screens) on certain aircraft had to be replaced because wi-fi, cell towers, weather radar and satellite systems were causing interference and blanking them out. Transmission power from the NORAD radar transmitters is massive, so how is this going to affect commercial and recreational aircraft flying anywhere near them?

• What will happen to birds, insects, etc. that fly through the beam of the transmitter?
• Will the transmitter be on 24/7 or only in an emergency?

How to practice safe tech & e-hygiene to prevent electrosmog:
♥️  Cords & adaptors (instead of wireless radiation). Prefer, provide & request cords/cables to connect devices & places.
♥️  Downloads (instead of streaming radiation). Prefer, provide & request apps & media you can use offline.
♥️  Awareness. Know what & how to connect non-wirelessly, and help others know.
♥️ Caution. Use caution with all types of power.
♥️ Kindness. Be kind to yourself, others & the environment.

Thank you for helping everyone realize it’s better to prevent electrosmog.
