HYDRO-QUÉBEC REINVESTS NEARLY 1.4 BILLION IN “SMART” METERS

Hydro-Québec has concluded an agreement of nearly 1.4 billion dollars to replace all of its 4.4 million meters, thus continuing its costly adventure.
A negotiated contract worth ,379,000,000 was awarded to the Swiss supplier Landis+Gyr at the end of May.
The agreement provides for the “supply of smart meters, telecommunications equipment, and […] the technological solution necessary for their operation” from 2027 until 2041.
“This contract with a recognized supplier guaranties our supply of meters for the next 16 years, under negotiated conditions deemed advantageous for Hydro-Québec,” explained a spokesperson for the state-owned company by email, adding that the actual value of the contract will depend on the number of meters installed in the long term.
Let’s remember that the replacement of the old roller counters has already cost Hydro-Québec more than billion since the start of these operations in 2011.
Earlier this year, the company also announced that it had signed an agreement with the Saint-Jean-Baptiste Electricity Cooperative to deploy its new “Revelo” meter model, but the amount of this contract was not made public.
COSTLY CHANGE
When Hydro-Québec embarked on the adventure of smart meters 14 years ago, it was once again the Swiss manufacturer that had obtained the contract for at least $350 million, to the detriment of the Quebec company Varitron.
At the time, Hydro-Québec assured that this decision would lead to long-term savings.
But a few years later, the state-owned company was forced to replace hundreds of thousands of defective devices made in Mexico, even tho they were supposed to last 18 years.
These changes have incurred costs of at least 5 million for Hydro-Québec, as reported by Le Journal in August 2022. At the time, neither Hydro nor the manufacturer had agreed to detail the costs involved in changing a meter after the manufacturer’s warranty.
This time, Hydro assures that the contract contains clauses specifying that the costs will be borne by the supplier in the event of a recall of a defective device.
MIRAGE
This is without taking into account that the Swiss company had committed, in 2011, to creating a “center of excellence” with 75 employes in Quebec, jobs that do not seem to have materialized.
According to the business registry, Landis+Gyr still has a subsidiary in Longueuil, on the Savane road, where between one and five employes work.
The company, which has 6,300 employes spread across several countries, recorded sales of 1.7 billion US dollars in 2024.

In an email this evening, André Fauteux, editor of the magazine La maison du 21e siècle, wrote the following: “The engineer who runs the only electrical cooperative in Quebec has just explained that the range of the Zigbee chip-antenna is too short, emitting at about 12 meters. It will be replaced by second generation meters equipped with a Wi-Fi gateway communicating at a distance of 300 to 400 meters within the mesh system. Has anyone measured them and what will their impact be on people with electromagnetic hypersensitivity?

… about these new meters called Revelo – which was precisely the subject of the Journal de Montréal article, which highlights the exorbitant costs of these meters that were supposed to save Hydro-Québec money by replacing its 800 employes who manually read the old meters.
